Lattu and Clark Join LAN as Senior Project Manager and Project Manager

HOUSTON, TX — Lisa Lattu, PE, AICP, and Christopher Clark, PE, join planning, engineering, and program management firm Lockwood, Andrews & Newnam, Inc. (LAN) as Senior Project Manager and Project Manager, respectively. Lattu will be responsible for providing project management and growing the firm’s water resources and planning services. Clark will design and manage wastewater treatment, collection, and distribution projects in central Texas.

Lattu has 24 years of experience as a water management professional. She has expertise in several areas, including strategic planning, emergency planning, water purification systems, groundwater reduction, supply/demand analysis, wastewater modeling, and project management.

Previously, she served as a Managing Engineer at Houston Public Works for 15 years where she directed the Southeast Water Purification Plant and partnerships, strategic planning efforts to ensure adequate water supply. Her responsibilities included establishing the water supply portfolio for 1.4 billion gallons of surface, reuse, and groundwater supply, including planning for drought conditions, floods, and other emergencies. Prior to that, she served the City of Davenport, Iowa, as a Senior Planner. She also served a national consulting engineering firm for five years.

She is actively involved in numerous national and state organizations, including the American Water Works Association, Water Research Foundation, American Planning Association (APA), and the Center for Houston’s Future. She also served on various boards and committees, including APA’s Texas Chapter Conference Planning and Diversity & Inclusion Committees, Texas Water Development Board’s Region H Planning Group, Texas Commission on Environmental Quality’s Bay & Basins Stakeholders Committee, and the Texas Medical Center’s Infrastructure Committee.

Lattu received her bachelor’s degree in civil engineering from Texas A&M University and her master’s degree in urban planning from the Harvard University Graduate School of Design. She is a registered Professional Engineer in Texas and received her American Institute of Certified Planners certification from the APA.

Clark has more than 20 years of experience in the engineering and construction industry. During his career, he has planned, designed, and managed several water, wastewater, and municipal infrastructure projects throughout the country. He has expertise in several areas, including wastewater system and facility design, water treatment system design, regulatory permitting, funding agency applications, site, stormwater and grading design, as well as project and construction management.

Clark received his bachelor’s degree in civil engineering from Montana State University. He is a member of the American Water Works Association and Water Environment Federation. He is a registered Engineer in Texas, Montana, Wyoming, North Dakota, Washington, and Idaho.
