Freese and Nichols Adds Sepulveda to Lead Coastal and Port Projects

HOUSTON, TX — Freese and Nichols, Inc., has expanded its coastal and marine expertise with the addition of Carl Sepulveda, PE, a Project Manager specializing in federal civil works, ecosystem restoration, and port improvement projects.

Sepulveda brings to Freese and Nichols’ Coastal and Navigation Practice team more than 15 years of experience in planning, managing, and delivering a variety of water resources development projects. His work has included projects for deep-draft navigation channel improvements, flood risk management, coastal storm damage reduction, and ecosystem restoration.

He has led multidisciplinary project teams and has collaborated with diverse sets of stakeholders with competing interests to formulate and deliver complex, multi-million-dollar projects for ship channel improvements and beneficial use of dredged material (BUDM). Sepulveda is well-versed in working with and completing projects for the U.S. Army Corps of Engineers, port and transportation authorities, flood control districts, TxDOT Maritime, and other state and local agencies.

Sepulveda’s experience covers a range of skills, including: federal feasibility studies and permitting processes, including Civil Works planning for navigation, flood risk management, and coastal protection and restoration; Section 408 permissions, Sections 10/404 permitting, and National Environmental Policy Act analysis and documentation; H&H, flood damage estimations, and habitat evaluation modeling; economic and benefit-cost analyses for capital improvement projects; engineering with the environment, BUDM, sustainability, and resiliency; and compliance with federal and State of Texas laws governing coastal areas, protected species, air, water quality, hazardous material/waste, and cultural resources.

Sepulveda is a licensed Texas Professional Civil Engineer. He received a Bachelor of Science in bioengineering from Texas A&M University and is a member of the American Society of Civil Engineers and the Society of American Military Engineers. He also is a former U.S. Air Force Officer who served 10 years as a Bioenvironmental Engineer, leading military and civilian staff in environmental engineering, monitoring, industrial health, and related emergency response.
